§ Mr. RossThe development of harbour facilities at Scrabster is primarily a matter for the harbour trust. I would be prepared to consider for grant any application which the trust may put to me, supported by firm proposals, but these could be examined only in the context of firm plans by the North of Scotland, Orkney and Shetland Shipping Company for the introduction of a vehicle ferry service.
