asked the Secretary of State for the Home Department whether he will make a further statement on the policy of his Department regarding amending legislation to prevent the unsolicited circulation of offensive material.

Mr. Callaghan

I have received many complaints about the unsolicited circulation of material which does not justify prosecution but is widely felt to be offensive. The circulation of such material is regarded by many members of the public as an intrusion on their privacy. The terms of reference of the Committee on Privacy, which I announced on 23rd January, will extend to such complaints, and I propose to arrange for my Department to submit evidence dealing with this matter to the Committee.
