(2) whether he will now takes steps to ensure that an international embargo is placed on flights to countries which harbour murderers intent upon killing innocent persons on civilian flights until they have taken effective measures to bring the criminals to justice.
§ Mr. LuardOn the proposed Convention on hi-jacking, we are doing all we can to ensure that it is concluded and232W brought into force as soon as possible. Her Majesty's Government strongly condemn the sabotage of aircraft and the harbouring of those responsible for such crimes. What international action should be taken is a matter for consideration at the special meeting proposed by the Swiss Government. They are, however, serious difficulties, both legal and practical, about my hon. Friend's proposal for an embargo.
