Mr. Tilney

asked the Secretary of State for Foreign and Commonwealth Affairs what representations he has made regarding the imprisonment without charge or trial and the forced repatriation of Mr. Lynes to the Government of Ghana, in view of the effect of their action on Anglo-Ghanaian relations and on other United Kingdom citizens in Ghana.

Protests were made in Accra by our High Commissioner and here to a visiting Ghanaian Minister about Mr. Lynes' deportation. The right of the Ghanaian Government to deport a non-Ghanaian was acknowledged but objection was expressed to the method and speed of the deportation which prevented him winding up his affairs in Ghana. The Ghanaian authorities were asked to reconsider his case. Consular access was obtained meanwhile. Mr. Lynes has expressed his gratitude for the assistance we have been able to give him.
