§ Dame Joan Vickersasked the Secretary of State for Foreign and Commonwealth Affairs whether the Government accept Recommendation No. 599 on air piracy which was adopted by the Consultative Assembly of the Council of Europe on 18th April, 1970; and whether they will instruct their Permanent Representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals made in paragraph 9, and take on national level action as recommended in paragraph 8.
§ Mr. Anthony RoyleOn 29th June the Committee of Ministers adopted its own Resolution which endorsed some but not all of the points in paragraph 8 of the Assembly's Recommendation 599. It also transmitted the recommendation to the European Civil Aviation Conference, which decided at its plenary session meeting from 29th June to 6th July to defer a further review of the subject until after the Diplomatic Conference, in December, on the draft Convention on Unlawful Seizure of Aircraft. The Government will introduce any legislation needed to implement this Convention when it has been concluded and will consider whether further legislation is needed in the light of any subsequent international agreements. The United Kingdom ratified the Tokyo Convention in 1969 and we are already taking the other action recommended by the Committee of Ministers.
