asked the Minister of Transport what is his estimate of the cost of constructing a fly-over compared with building a permanent bridge over half-barrier level crossings.

The cost of such structures depends on many factors including the number of tracks to be spanned and the topography, location and standards of the roads to be carried.

The average cost of a permanent bridge and approaches varies from about £100,000 in open country to about £250,000 in urban areas. Temporary flyovers are generally no cheaper in rural areas but depending on conditions, could be up to 30 per cent. less expensive in urban areas.
