§ Dame Joan Vickersasked the Secretary of State for Foreign and Commonwealth Affairs, in view of Recommendation 190 on the State of European space activities, Intelsat, adopted by the Assembly of Western European Union on 9th December, 1969, when the Intelsat negotiations will be reopened; if Her Majesty's Government will assist in the submission to the general assembly of common proposals on the legal status of Intelsat, the United States veto, regional systems and orders for European industries, respectively; and if he will make a statement.
§ Mr. LuardThe second Plenipotentiary Conference on Definitive Arrangements for Intelsat will begin in Washington on 16th February, 1970. Her Majesty's Government, together with 15 other Governments, including those of the European Conference on Satellite Communications, have submitted to the Preparatory Committee of the Intelsat Plenipotentiary Conference joint proposals on,inter alia, the legal status of Intelsat, voting arrangements, regional systems and the procurement of equipment. A meeting of the European Conference on Satellite Communications will be held on 29th January, 1970, in preparation for the Plenipotentiary Conference.
Her Majesty's Government attach importance to the successful outcome of the Intelsat Plenipotentiary Conference and to reaching agreement on a new constitution for Intelsat which will fully reflect its international status.
