asked the President of the Board of Trade whether he will introduce legislation to require all those taking holidays abroad to take out comprehensive insurance cover against the hazards, such as illness or accident, which can involve substantial cost to the holidaymaker.

The Government advise those intending to travel abroad to take out such insurance but I do not think that legislation requiring them to insure would be justifiable or practicable.
