The year and month when:

  1. (1) The National Ports Council first proposed studies of the MIDAS Concept;
  2. (2) The Halcrow Study was commissioned;
  3. (3) The Consultatnts reported; and
  4. (4) The Interdepartmental Working Group was set up in its present form.

  2. (2) November, 1967;
  3. (3) April, 1968 (with a supplementary Note in June, 1968);
  4. (4) July, 1969.
