asked the Minister of Transport whether he will make a regulation that any persons who wish to instruct another in driving a vehicle must have held a driving licence themselves for at least two years.

No. The holding of a driving licence for at least four years is one of the requirements for enrolment in the Register of Approved Driving Instructors. We have no evidence that to impose a condition that those who accompany learner drivers should have held a driving licence for at least two years would contribute to road safety. A similar condition related to instruction, as distinct from supervision, would be virtually unenforceable.
