asked the Secretary of State for Wales whether he will ask the Welsh Economic Council to examine the methods whereby subsidies are calculated for railway lines in Wales, and to examine the way in which these subsidies are spent.

Grants for unremunerative rail passenger services are the responsibility of my right hon. Friend the Minister of Transport. The basis of calculation was established by the Joint Steering Group set up by the Minister and the Chairman of the British Railways Board in 1967 and is set out in their report (Cmnd. 3439). The Welsh Council are consulted about all grants for rail passenger services in or of importance to Wales.
