Rentonasked the Secretary of State for the Home Department whether he will introduce legislation to combine the organisation, planning, preparation and recruitment of staff and volunteers and their training, for dealing with emergencies in peace and war so that they may be dealt with under one statutory system instead of responsibility being divided as it is at present.
