60. Mr. Frank Taylor

asked the Secretary of State for the Home Department whether he intends, in connection with the Children and Young Persons Act, 1969, to set up a central administration; how it will be paid for; what will be the basis of any contribution by local authorities; and whether there will be any overlapping between regions.

Mr. Elystan Morgan

No new central organisation is contemplated. Regional planning committees under the Act will be established in England and Wales by the local authorities. Their expenses will be met by the local authorities and will be relevant expenditure for the purposes of rate support grant. A regional plan may provide for the use of facilities situated outside the region to which it relates.

asked the Secretary of State for the Home Department what financial proposals he intends to make, in connection with the Children and Young Persons Act, 1969, in each of the proposed regions for defraying capital and revenue expenditure, respectively; what proportion of such expenditure he estimates will fall on local authorities in each region; and what will be the basis of calculation of any grant.

The Act requires individual local authorities in England and Wales to meet the cost of maintaining children in care and the capital cost of community homes, other than assisted voluntary homes. Such expenditure will be reckonable in assessing relevant expenditure for the purposes of rate support grant.
