asked the Secretary of State for the Home Department if he will take steps to set up an independent body, outside police organisation, to investigate charges against the police force, or appeals against such charges by members of the police forces.

Mr. Callaghan

The arrangements embodied in the Police Act, 1964, and police disciplinary regulations for dealing with disciplinary charges against police officers are in line with the principles recommended by the Royal Commission on the Police in 1962. I keep under review the working of these procedures.
