asked the Minister of Housing and Local Government on what basis he estimates £40 million to be the extra annual cost of backdating 4 per cent. loans on new council houses to when the first brick was laid, rather than, as at present, to completion date, in view of the fact that total annual housing subsidies do not exceed £170 million.

Subsidies for newly completed dwellings now total about £26 million a year. To pay the subsidy when a dwelling was started would bring forward annual subsidy payments for the equivalent of about one and a half years' output of public sector dwellings.
