Mr. Wilkinson

asked the Secretary of State for the Environment whether, in view of the traditions and history of service to the community of the county boroughs and larger boroughs in the West Riding of Yorkshire, he will not impose upon them any significant loss of identity or powers in the reorganisation of local government.

I am mindful of the great services rendered to the community by local authorities of all types, and not least those in the West Riding. But my hon. Friend will not expect me to anticipate the White Paper on local government reform which will be published in the New Year.
