asked the Secretary of State for the Environment whether he will take steps to eliminate the smells, of a chemical nature, which are causing a nuisance to members of the public around the area of Rainham, Essex.

I am advised that the smell in question is not caused by a works registrable under the Alkali Acts. Action to abate it is, therefore, the responsibility of the local authority under the Public Health Act, 1936.
