asked the Minister of Technology whether, in view of the increase in unemployment in the Rhyl employment exchange area, he will take steps to rescind his decision to exclude this area from the Welsh Development Area.

Mr. Carmichael:

As in many seaside areas, unemployment in Rhyl is affected by seasonal factors. The circumstances of the area do not justify its designation as a development area.
