asked the Secretary of State for the Home Department whether in view of the amount of fines outstanding and the fact that it is a growing practice deliberately to refuse to pay fines, he will introduce legislation to apply more generally the attachment of earnings orders against such persons; and in how many cases such orders have been made to date.

A court may already order the attachment of the earnings of a fine defaulter where appropriate. The Administration of Justice Bill at present before Parliament improves the procedure for making and enforcing such orders. I regret that the information asked for in the second part of the Question is not available.
