Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether he has considered the representations from many persons, organisations and others with official positions connected with the legal system proposing heavier fines and penalties for law breakers, and expressing concern about light sentences imposed in many instances; and if he will consider introducing legislation to impose heavier penalties for breaking the law.

The maximum penalties available to the courts are in my right hon. Friend's view generally adequate. Within these maxima, which are kept under review, the sentence in an individual case is entirely a matter for the discretion of the court.
