Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs if any United Kingdom citizen is included in the Committee of Experts set up by the Security Council to advise the Secretary General on the problem of micro-States.

Mr. Luard

Yes. The Committee of Experts comprises all members of the Security Council and the United Kingdom is represented as on the Council.

Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs if he will list in the OFFICIAL REPORT those territories at present under British jurisdiction which will fall within the category of micro-States and will be affected by any proposals which the Committee of Experts appointed by the Security Council make.

Mr. Luard

No. In the absence of agreement as to what constitutes a micro-State, such a forecast would be impossible.

asked the Secretary of State for Foreign and Commonwealth Affairs what proposals have been made by the United Kingdom to the Committee of Experts appointed by the Security Council to study the problem of micro-States.

The proceedings of the Committee are private, and it would be premature to make public any details of Her Majesty's Government's contribution to them. I can say, however, that our general approach is to seek a relationship between very small States and the United Nations which is helpful to the former and satisfactory for both.
