asked the Secretary of State for Foreign and Commonwealth Affairs whether he has now succeeded in arranging an early international conference to consider an agreement whereby criminals hijacking aircraft or threatening passengers and crews of aircraft should be arrested on landing in their respective countries and returned to the countries where they joined the aircraft for trial and punishment.

I would refer my hon. Friend to the answers I gave in the House on 6th April. In accordance with the undertaking I then gave, we are taking soundings to see whether it is possible to hold the international conference earlier than December. I share my hon.
