Mr. Hugh Jenkins

asked the Secretary of State for Foreign and Commonwealth Affairs what steps Her Majesty's Government now propose to take to strengthen the Geneva Protocol.

Her Majesty's Government have consistently taken the view that the best way, in present circumstances, of strengthening the Geneva Protocol is by the early conclusion of a Convention prohibiting biological methods of warfare, and we tabled the draft of such a Convention at the Conference of the Committee on Disarmament in Geneva on 10 July 1969. It is also our policy to encourage states which have not already done so to become parties to the Geneva Protocol.
