asked the Minister of Transport when he will implement Section 23 of the Road Traffic Regulation Act, 1967.

Mr. Mulley

Only subsection (2) of Section 23 of the Road Traffic Regulation Act, 1967, which empowers me to make regulations prohibiting pedestrians on the carriageway near crossings, has not been implemented. I have no plans for exercising these powers at present.
