T.D.1128 issued a parking fine ticket to a driver of a van delivering moneys to a bank at 470 Lordship Lane at 2.48 p.m. on 11th April and to a war-disabled driver, whose vehicle carried certificates to this effect, for a three-minute wait in this no waiting area; and why a ticket was not issued to three vehicles left within the same area for over 20 minutes.
