asked the Secretary of State for Defence whether he will identify in his vote expenditure incurred in the development of non-defence research.

It is our practice to recover to Defence Votes identifiable costs incurred on work undertaken expressly for other than defence purposes at Ministry of Defence establishments. It would not be practicable to identify or to charge for the use of published information, though royalties or fees are payable where this is protected by patent or design rights. These would not in all cases be appropriated to Defence Votes.
