§ Mr. SkeffingtonIn 1967–68 about 786,000 ratepayers received rate rebates. From 1st October, 1968, my right hon. Friend increased the qualifying income limits, and I now estimate that about 860,000 ratepayers are receiving rebates. The average amount of rebate in 1967–68 was £15 13s. 0d. and I estimate that this has risen to about £16.
