asked the Chancellor of the Exchequer at what level of income a council house tenant with two children who pays the national average rent for a new council house has less of this income left after payment of all taxes and rent than a house owner with two children on the same income who buys a £4,000 house on an 80 per cent. mortgage over 25 years whose mortgage repayments are made in the form of a premium to an insurance company.
