HC Deb 04 November 1968 vol 772 c11W
16. Mr. David Steel

asked the Secretary of State for Social Services what steps he proposes to take to give the necessary assistance to parents of handicapped children in view of the extra expense usually involved in their maintenance.

Mr. Swingler

The statutory health and welfare services can often help and where the father is not working, social security benefits are available. From age 16 the child is entitled to supplementary benefit himself. While these handicapped children are under 16 and the father is working, the provision of cash benefits beyond the normal family allowances presents considerable difficulties.
