§ Mr. Roy JenkinsI cannot give a forecast of movements in United Kingdom sterling liabilities. These will depend on many external factors, including interest rates and other monetary conditions abroad, the state of confidence, and the overall balance of payments in other countries, particularly in the overseas sterling area.
