asked the Secretary of State for Foreign Affairs if he will make a statement about the security guarantees offered to non-nuclear countries in the course of the negotiations for a non-proliferation agreement.

Mr. Mulley

Agreed proposals for security assurances in connection with the

associations and other bodies before setting up the Committee on Public Participation in Planning; and why he has not appointed more representatives of the public or of independent organisations concerned with town planning and fewer representatives of local and central authorities.

Mr. MacDermot

The local authority associations were informed of the proposal to set up the Committee and of its terms of reference. Members of the Committee are representative of a wide range of interests, including the Press, broadcasting, civic societies and the general public, as well as central and local government.
