Friend's speech—which is in the Library—clearly shows that it did not purport to be a statement of the Government's policy but simply posed certain questions about how the priorities involved in the abolition of poverty and the provision of equality of opportunity might best be tackled. Her Majesty's Government's policy on these matters has already been made clear.
