§ Mr. Goronwy RobertsHer Majesty's Government recognise only the present Governments of Bulgaria, Hungary, Rumania, Czechoslovakia and Poland. Her Majesty's Government recognise that Latvia, Lithuania and Estonia have been incorporatedde facto into the Soviet Union but have not recognised this de jure.

§ Mr. Goronwy RobertsSo far as I can ascertain, without exhaustive research, there is at present no international legal314W instrument or resolution of the Security Council which lays upon Her Majesty's Government a binding obligation to support the restoration of the territorial integrity and/or political independence of any State. It is, of course, possible that, by virtue of Article 25 of the United Nations Charter, Her Majesty's Government might be involved in obligations of this nature in the future, pursuant to a decision of the Security Council in that sense in a particular case.
