Osborneasked the Secretary of State for Commonwealth Affairs, in view of the fact that in the 10 years from 1975 to 1985 the coloured population in Great Britain will increase from 1,500,000 to 3,500,000, if he will seek to amend the Empire Settlement Act so as to provide free passages abroad for those who wish to go.
