§ Mr. John MorrisEstablishment of the identity of the offender, which is not given on the majority of the reports received by the Greater London Council, to which I assume my hon. Friend refers, can be determined in the majority of cases only after inquiries, which can take some time. Approval has recently been given to increase the Council's enforcement and inquiry staff and an examination of procedures has resulted in some simplification.
