asked the Secretary of State for Wales if he is aware of the fact that when permission is granted for building houses for agricultural or horticultural workers on the employers' land planning authorities insert such conditions that it becomes impossible for the employer to obtain a housing society mortgage; and if he will take steps to help such employers.

I recognise that any restriction on the use of a property may make it less attractive as security to a building society. I am satisfied, however, that it is at times necessary to impose a planning condition limiting the occupation of a proposed dwelling to agricultural or horticultural workers, and I do not think that in general there is any dfficulty calling for special measures.
