asked the Minister of Transport (1) what estimates have been made of the proportion of the additional tax to be charged on lorries of over 3 tons unladen weight which will fall upon journeys to and from development areas; (2) what estimates have been made of the proportion of the additional tax to be charged on lorries of over 3 tons unladen weight which will fall upon journeys involving the carriage of goods for exports.

The road haulage charge reflects the additional costs of wear and tear on the roads attributable to heavy lorries. These costs arise whatever the destination of a lorry or the purpose for which it is being used. Separate figures of estimated revenues are not available.
