asked the Minister of Transport what estimates have been made of the proportion of the mileage charge for the carriage of abnormal loads which will fall upon journeys to and from development areas.

Abnormal loads cause congestion and additional costs to other road users in all parts of the country. Figures of the costs attributable to these loads in development areas and the sums likely to be collected to offset them are not available.
