§ 45. Mr. Scottasked the Secretary of State for the Home Department whether, in view of the fact that the activities of some street photographers are causing unnecessary nuisance in major cities, he will seek powers to control such activities by licence.
§ Miss BaconPower exists under Section 249 of the Local Government Act, 1933, for County and Borough Councils to make byelaws for good rule and government and for the prevention and suppression of nuisances. So far 38 local authorities have used this power to make a byelaw prohibiting importuning of the public by street photographers in specified streets or public places. My right hon. Friend has no reason to think that additional powers are required.
