§ The Prime MinisterDepartmental responsibility for British participation in the European Launcher Development Organisation rests with my right hon. Friend the Minister of Aviation. As to the responsibilities of my right hon. Friends the First Secretary of State and the Chancellor of the Duchy of Lancaster, I would refer the hon. Member to my Speech in the Debate on the Address on 21st April.
