asked the Secretary of State for Scotland whether the recently announced cuts in Scottish local authority spending programmes will be reinstated when the Government's plans for transforming most of Scotland into a development area are approved.

No cuts in Scottish local authority spending have recently been announced. The deferment policy an nounced by my right hon. Friend the Chancellor of the Exchequer on 27th July last year is being continued as a more flexible control, by expenditure limits upon capital expenditure on certain local authority services.
