§ Mr. Tom FraserIn the 12 months ending 31st July, 1965, dogs were reported as having been in the carriageway in 565—less than 1 per cent.—of the road accidents which resulted in fatal or serious injury.
It is rarely possible to assign road accidents to a single cause and the presence of dogs at these accidents does not necessarily mean that they were the primary or even contributory causes of them. Equally, it is possible that dogs may have contributed to unwitnessed accidents when their presence went unknown.
