Mr. Dempsey

asked the Secretary of State for Scotland if he will publish in the OFFICIAL REPORT the list of medical certificates general practitioners are required to issue free of charge under the National Health Service.

Mr. Ross

General practitioners in the National Health Service in Scotland are required to issue free of charge the medical certificates prescribed in the Fifth Schedule to the National Health Service (General Medical and Pharmaceutical Services) (Scotland) Regulations 1955 as amended. The current list is as follows:

To support a claim or obtain a payment, either personally or by proxy, under the enactments specified. Family Allowances Act 1945.

To prove inability to work or incapacity for self-support for the purposes of an award by the Minister of Pensions and National Insurance. Pensions (Navy, Army, Air Force and Mercantile Marine) Act, 1939.

Naval and Marine Pay and Pensions Act, 1865.
Air Force (Constitution) Act, 1917.
To enable proxy to draw pensions etc. Personal Injuries (Emergency Provisions) Act, 1939.

Home Guard Act, 1951.
To establish pregnancy for the purpose of obtaining welfare foods. Regulations 55 and 55AB of the Defence (General) Regulations, 1939, as having effect by virtue of section 2 of the Emergency Laws (Repeal) Act, 1959.
To obtain permission to import certain foreign drugs and medicines. Import, Export, and Customs Powers (Defence) Act, 1939.
To enable sight-test to be obtained under the supplementary ophthalmic services. National Health Service (Scotland) Act, 1947.

To establish unfitness to attend for medical examination National Service Act, 1948.
To support late application for reinstatement in civil employment or notification of non-ability to take up employment, owing to sickness. Reinstatement in Civil Employment Act, 1944.
