asked the Minister of Transport when he expects work will start on a bypass road for the village of Filkins in Oxfordshire.

This scheme will be the responsibility of the Oxfordshire County Council as highway authority. I cannot say when it is likely to be programmed. This will depend on the resources available and on the scheme's relative priority in the county and elsewhere.
