Our studies are by no means complete, however, and it should be emphasised that no detection system which we have in prospect will be able to identify all underground events with certainty, nor will it distinguish between nuclear and chemical explosions of the same magnitude. A certain number of on-site inspections therefore remains necessary for positive identification of nuclear tests underground.
