Mr. Buchanasked the Secretary of State for Scotland what guidance is being given to local authorities on the part they can play in furthering the Government's policy for the arts.
§ Mr. RossThe Scottish Education Department's circular No. 589, a copy of which is in the Library, invited local authorities to co-operate with the Government and the Arts Council in implementing the policy which was outlined in the White Paper "A Policy for the Arts—The First Steps' (Cmnd. 2601).
