asked the Secretary of State for Scotland if he is aware that local authority assessors intend to increase the valuation of houses in which central heating has been installed or is about to be installed and that this is having the effect of encouraging householders to use portable oil heaters; and if he will take steps to prevent this.

Assessors are not required to report their intentions to me, and I have no power to give them instructions. I have received representations on this subject from Fife County Council, however, and I will consider these in the course of the general review of local government finance and rating.
