Mr. Carmichaelasked the Secretary of State for Scotland if he will publish the regulations or recommendations issued by his Department concerning the use of corporal punishment in Scottish schools; whether each school keeps a 225W record of instances of corporal punishment; and what arrangements are made for the examination and inspection of such records.
§ Mr. RossThere are no regulations on this subject. Education authorities make their own arrangements for regulating discipline in schools and there is no general requirement for the recording by schools of instances of corporal punishment. The Consultative Committee on Educational matters, which includes representatives of teachers, directors of education and my Department will continue the consideration it has already begun on corporal punishment at its next meeting in the autumn, when it will have before it the memorandum recently prepared by the Educational Institute of Scotland and agreed with the Scottish Secondary Teachers' Association. I hope that this will lead to the adoption of an agreed policy for the teaching profession in Scotland.
