asked the Secretary of State for the Colonies what is the number of political detainees in British Guiana; how many such detainees were arrested without charge or trial; and whether he will now review the decision to extend the Emergency Regulations.

Nineteen persons are at present detained under Emergency Regulations. None has been charged or tried. Decisions relating to the Emergency Regulations are constitutionally within the competence of the British Guiana Government who keep all individual cases and the general policy of detention under regular review. Appeal machinery is in existence but only two of the 19 referred to above have exercised their right of appeal; their cases are pending.
