§ Mr. Tom FraserThe bridge is such an exceptional project, and will have such widespread effects on traffic of different types, including the generation of new traffic, that there are unavoidable uncertainties in estimating aggregate savings. But in due course, if the Severn Bridge Tolls Bill becomes law, the saving to bridge users will be one factor to be taken into account in formulating toll proposals.
